The renewals spreadsheet doesn't remember anything: someone has to look at it, and nobody does until the document is needed and it has expired. In your Microsoft 365, a list with a date and an owner can remind on its own and escalate if nobody renews.

One single register

A SharePoint list with what expires, when, who can renew it and where the document is. Fed from a form or from what you already have.

Staggered reminders

A scheduled flow checks the list every day and reminds at 30, 15 and 5 days (or whatever you choose), via Teams or email, to the responsible person, not a generic list.

Escalation if nobody renews

If at 5 days it still isn't renewed, it goes up to management. What can't expire doesn't expire silently.
